I ordered the replacement rear wheel holder but when I slide it onto the bar the opening is way too big. The holder will slide right off the bar. Did I order the wrong one. I ordered part 7524639001

Since the # 7521682001 that you referenced is too big for your Thule T2 bike rack most likely that means you have the Thule T2 Classic instead and the correct holder you'd need is the # 7521568001 which fits a smaller beam size.
The T2 Classic # TH9044 looks like the current part # TH9045 but the # TH9044 was for 2" hitches.
