I will assume that I need base plates for the Tow Ready Adjustable Tow Bar, 5,000 lbs, If so can you tell me which ones I need Thank You

You are correct. For your 2007 Jeep Liberty, you will need base plates to flat tow it. You can use the EZ4 Style Base Plates, # RM-521423-4. I have included a link to a video showing a typical installation. If you would like to use the Tow Ready Tow Bar, # 63180, you will need to use an adapter, # RM-025, and Quick Disconnects, # RM-201, to adapt the tow bar to the base plates. You will also need to Keep in mind that this tow bar is rated for towing speeds of 45 miles per hour or less. I have included a link to the installation details for the tow bar.
A better tow bar option would be the RoadMaster Tracker Tow Bar, # RM-020, which is designed for towing long distances and more frequently. With this tow bar you will need a set of Quick Disconnects, # RM-201, to easily connect and disconnect the tow bar from the base plates.
To complete the towing set up for the Liberty, you will also need safety cables, wiring, and a supplemental braking system. For safety cables, I recommend RoadMaster 64 inch Single Hook, Coiled Safety Cables, # RM-643. The coiled design keeps the cables from making contact with the ground.
For wiring, there are a couple of options. If you do not plan on towing the Liberty very often, I would go with a magnetic light kit like # RM-2120. If you do plan on towing it frequently, it would beneficial to install diodes, # RM-154. I have included a link to a video showing a typical installation.
Most states now require a supplemental braking system on the vehicle being towed. The easiest to use and install is the Roadmaster Even Brake Portable Proportional Braking System, # RM-9400. This unit installs quickly so you are ready to go in minutes. It engages the towed vehicle brakes proportionally to how much the towing vehicle is braking, reducing wear of both the towing vehicle and towed vehicle brakes.
Finally, you will need to check with the manufacturer and/or your vehicle owners manual for instructions on the proper procedure for towing your vehicle because some vehicles must be equipped with a transmission lube pump, an axle disconnect, drive line disconnect, or free-wheeling hubs before they can be towed.
