If I purchase this item to convert my 1 1/4 rack for 2inch hitch Replacement Tongue for Yakima HoldUp Bike Racks Item # 8880580 Do I also need to buy a replacement pin?

Yes, the Holdup for 1-1/4 inch hitches requires a different, smaller hitch pin. For that you'd need the part # Y90195 which comes with the new wrench you'd need and the smaller hitch pin for use with the # 8880580.
