Please inform if your Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks w/ 1-1/4inch and Combo Shanks - 7foot is compatible with Reese Explore 4-bike Hitch mount carrier CQT 63144.

Most often the anti-rattle bolts and locks used on bike racks are unique to the specific brand and sometimes even to the particular rack model. Racks with threaded holes in their shanks are made to accept specific matching threaded bolts to provide the anti-rattle feature.
I can offer you an anti-rattle solution but Reese no longer supports this rack with spare parts. What I suggest is a universal-type anti-rattle device that will work on this rack or any other hitch-mount accessory you might own in the future.
The Malone # MPG908 will work for 2" recievers. Although it does not lock you can easily add a simple cable lock like # e98891 to lock the rack and your bikes to your hitch.
