can my 2015 smart car be towed with a blue ox system? If so how do I go about getting all the required stuff to do it.

As long as your 2015 Smart fortwo is not the electric version then you can flat tow it and we have the Blue Ox system to do it with.
To flat tow your fortwo you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and most likely a high-low adapter.
Since you are interested in the Blue Ox system you will want to use the Blue Ox Base Plate Kit # BX1987 which is a custom fit for your Smart car. For a tow bar I recommend using the Blue Ox Alpha Tow Bar # BX7380 as it is rated for 6,500 lbs which is more than enough and it is one of the most popular tow bars that we have. This tow bar comes with safety cables that are rated for 6,500 lbs as well.
For tow bar wiring I recommend going with the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267 which has a 7-Way on the motorhome end (which most motorhomes use) and has a coiled design for ground clearance. Once this is installed it is a simple manner of connecting to coiled wire for your lighting to be set up.
You will also need to install the Brake Light Relay # RM-88400 and then if you have separate lighting you will need a Converter # 118158 and 2 additional Diodes # RM-792. Since your battery must be disconnected before flat towing I also recommend installing the Automatic Battery Disconnect # RM-766.
The supplemental braking system that I recommend is the SMI Stay-IN-Play DUO # SM99251 which is a favorite here at etrailer. Once it is installed it activates with the flip of a switch and is hardly noticeable when not flat towing.
To ensure that your flat towing setup is level you may need a high-low adapter as well. I have attached a link to our selection of adapters as well as a link to a helpful article that explains how to choose the correct one for your towing application.
