I want to be able to tow my 97 jeep wrangler once or twice a year. I have 1" d-ring brackets on the front bumper. What are my options to make this happen economically?

For your 1997 Jeep Wrangler with an off-road bumper there are a number of parts you'll need which we can make work while remaining economical. The first thing you'll require is the Adapter for Jeep D-Ring Bumper Mounts to Roadmaster Motor Home Mount Tow Bars # RM-035-1 and the best option for a tow bar would be the Falcon 2 # RM-520; you'll also need safety cables # RM-643.
For lighting you can use Roadmaster # RM-2120, which hook up to your tow vehicle's 4-way. Should you not want lights which you'll have to add and remove you could Roadmaster Tail Light Wiring Kit # RM-155 which allows you to use your Wrangler's lights without having to tap into its wiring.
A supplemental braking system is also a requirement in most states now, and I highly recommend the Roadmaster InvisiBrake # RM-8700. This system is proportional so your Jeep's brakes activate in proportion to your tow vehicle's brakes. You'll never need to turn it on or off as it is a one-time install that you can leave alone afterwards. Please note you will also need Brake Lite Relay # RM-88400 as well unless you decide to use tow lights that are mounted or magnetic such as the E-Z Mount I previously mentioned.
Finally, it is likely you will need a high-low adapter to keep your Wrangler level with your tow vehicle. The adapter you need is going to depend on some measurements you'll need to take.
