The Replacement Rubber Blocks, part # TARB-11032-1 do not include the nuts and bolts to attach to the rail.

There are hardware kits available that will fully replace the nuts, bolts and washers for the Trac Rack:

If you have a short-bed truck, you'll want Hardware Kit, part # TAHD-21501

If you have a long-bed truck, you'll want Hardware Kit, part # TAHD-21000-A
