Want to verify:Will Trailer hitch C13087 fit my 1998 4runner 4 cyl 2 wheel dr with out any extra drilling? Also what other accessories would I need to tow a small trailer? approx. 16 ft in lengh?

For your 1998 Toyota 4Runner, the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13087 is a confirmed fit that will not require any drilling.
To use this hitch to tow a small trailer, I recommend the Tekonsha T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118341 for your vehicle wiring. This harness will connect to your factory wiring with quick connect plugs located behind the driver's-side and passenger's-side interior trim panels in your rear cargo area. It is recommended to use some Dielectric Grease for Electrical Connectors, 2 oz. # 11755 on these connections to ensure a clean electrical connection.
For your ball mount, I recommend the etrailer.com Ball Mount Kit for 2" Hitches - 7,500 lbs # 989900. It comes with 2 ball mounts; one with a 3/4 inch rise or 2 inch drop and one with a 2-3/4 inch rise or 4 inch drop. It also includes a 1-7/8 inch ball, 2 inch ball, hitch pin with clip, and a storage bag. I recommend using an anti-rattle hitch receiver lock like # 63232 to give you added security while quieting any hitch rattle. That is everything you need to tow a small trailer like you mentioned. You may want to note that with your 4 cylinder 2WD, your towing capacity is 3500 lbs max.
