Does this caster swivel? If so, does it have steel bearings?

The Ram Removable Caster Assembly, # JC-101, is a swiveling caster when attached to the jack.
The caster assembly uses a nylon bushing at the swivel point between the connected mounting tube and the wheel assembly.
