Are these carbon steel grade 5, or 8, or stainless steel? Also does replacement kit come with two Bolt lead wires? Will the kit RP3022 fit a Draw Tite hitch, for a Subaru Forster

Replacement spacer block # RP3022 is the exact block used in many different trailer hitch installations. Its grade isn't ever specified but hitch hardware is always at least grade 5 and in some cases there is a grade 8 used. It is not stainless steel.
The RP3022 is just the block with no other parts included. It looks like there are 2 bolt sizes used to install the Draw-Tite hitches on the 2010 Subaru Forester, # 80103-1 for 7/16 inch bolts and # 80101-1 for 1/2 inch bolts. You would need 4 of the blocks and 1 each of the bolt leaders.
But if you are planning on reusing the bolts then you should know they are meant for 1 time use only and should not be reused. What you will need is replacement hardware kit # RHK. This kit will provide all of the hardware for the hitch. You will just enter the hitch number and manufacturer where indicated on the RHK page to get the proper hardware.
