What is the correct value of torque applied to the rear bumper bolt when I install the trailer hitch.

The torque specs for installation of Curt trailer hitch # 13266 for your 2015 Volvo XC70 can be found in the installation instructions I have linked for you. You will need to have a torque wrench that rated up to 45 foot pounds at least such as # ALL944001. I have also linked a video showing an example installation for you.
