Sorry forgot another question. How will a white powder coated tire hold up to saltwater?

The Loadstar ST175/80D13 Bias Trailer Tire with 13" White Wheel # AM31233 that you referenced has a 1,610 lbs at 65 psi weight capacity per wheel/tire. For your trailer that is towing a 3,500 lb boat this should work well since your trailer has tandem axles. To get the maximum capacity for a trailer tire you need to have it inflated to it's max psi.
This wheel has a 5 on 4-1/2 inch bolt pattern. You will need to verify that you have the same bolt pattern on your trailer. See linked article.
Your trailer brakes should be fine. It would be highly unlikely that a blown trailer tire would also take out the brakes of a trailer. You can remove the wheel and hub to inspect the brakes to verify this if you are unsure.
