There is not a wiring harness like the # 3015-P for your 2016 Chevy Express 3500. Vehicles with the 7-way and tow package have a blue output wire that is already run for you from the 7-way to the dash near the emergency brake pedal. Some models will have the connection wiring taped and tucked under the drivers side floor mat up towards the firewall. Then you will use # 5506 for the rest of your wiring and the circuit breakers.
If you do not have a 7-way, then you will use connector # 30955 to either connect to the wires via splicing or use the US Car Adapter plug that is present on some vehicles. Some of the functions like brake controller and 12V power will required the # 5506 mentioned earlier.
If you don't have any trailer wiring, I recommend the Tekonsha 4-way # 118392, and then the Brake Controller Wiring Kit # ETBC7 which will give you the trailer connector and the wires and circuit breakers needed.
For a brake controller if you don't already have one, I recommend the Tekonsha Prodigy P3 proportional brake controller # 90195. The LCD screen makes it extremely user friendly as well as the preset boost options for different trailer sizes. This is a very reliable controller that applies your trailer brakes at the same time and with the same amount of pressure as you hit the brake pedal in your 2016 Chevy Express 3500 van.
