For your 2019 Chevy Express Van I recommend going with the Tekonsha Prodigy P3 # 90195 brake controller. This is a great brake controller that applies the brakes on your trailer at the same time and with the same intensity as the brakes on your van. The LCD screen is also a great feature that makes operation much easier than many other similar controllers.
The wiring part will vary depending on what you already have installed on your vehicle. If your Express Van came with a 7-Way then you should have the wiring connections taped up and tucked under the floor mat near the firewall on your driver's side. You may also need to install the part # 30955 if you have the round plug and cap on your driver's side frame rail but some models may just require some wiring be run like part # 5506.
If you don't have a 7-Way then you need to install a 4-Way like the Tekonsha # 118392 and the Universal Wiring Kit # ETBC7. This gives you all of the wiring and parts needed for a fully functional 7-Way.
I have attached an installation video of these parts on a 2017 Express Van for you to reference for the installation.
