I am looking for a WD hitch / sway control and like what I see about the Blue Ox setup. I have a 24foot car hauler that weighs 2700 lbs empty with a 10,000 gvwr. I will be using the trailer for moving more than cars, and when I tow cars it can vary between 2500 lbs and 4,000 lbs + gear 1K lbs max . Should I get a WD system based on a 10K trailer and 1K tongue weight?

The key for a weight distribution system to properly move trailer tongue weight forward to the tow vehicle's front axle is to match the system to the trailer's fully-loaded tongue weight. Systems rated too low will not have enough tension to redistribute the trailer weight forward and systems rated too high for the actual tongue weight can result in jumpy or erratic handling. In addition to your trailer's measured tongue weight you need to include in the equation the weight of anything in the truck bed that sits behind the rear axle, such as a loaded cooler or generator.

The best solution for your application with widely varying tongue weights is to select a system rated for your most-common high weight, let's say your 1000-lb tongue weight figure, and when towing a lighter load to simply disconnect the system. If you must have weight distribution with the lower weight then you can get a system in which the spring bars can be changed and use the lower rated bars when the trailer isn't loaded as heavy.
Systems are offered with and without built-in sway prevention and if your car hauler is an enclosed type (with lots of surface area for wind and passing vehicles to push on) then I would suggest a system with sway prevention.
The Fastway e2 systems are great for your situation because the spring bars are interchangeable. You can use the 1,000-lb tongue weight system, # FA92-00-1000, when the trailer is loaded heavy and then switch to the lower rated bars, # FA92-01-0699, when it's not. All you need to add is a hitch ball of the appropriate diameter, # 19286 for 2-5/16-inch or # A-90 for a 2-inch ball.
