I have the Alternative Harness Kit 4-Pole Flat Trailer Connector but do I need the Powered Converter?

As long as your 2013 Toyota Highlander came with the factory tow package you can use the Curt wiring harness # 56042.

Models without the factory tow package would need to use # 118449 or # C56217.
