Per its manufacturer, Roadmaster, the Dual Hitch Adapter you referenced, part # RM-077-4 cannot be used for towing a trailer. It is designed for a rolling load only.

Curt makes a dual receiver adapter, part # D-192 that might work for you, but using any adapter or extender will lower the tongue weight capacity of your hitch by 50 percent. Also, a trailer hitch is designed to withstand horizontal pulling forces or tongue weight suspended from it, but a pulling force coming from an upward or downward angle (like a winch would) could damage the hitch or its attachment points to the vehicle.

Typically, on a car trailer the winch would be mounted at the front of the trailer which is what I'd recommend. I'll link you to some help articles that explain how to choose and install an electric winch.

I have an outside parts lift that uses a dual reeve Rule 8400 Series 12 V DC winch. I understand Rule has been out of business for 10 years. Is there an supplier you sell that makes a similar winch that you sell

I don't believe we have anything quite like the older Rule 8400 winch available. I have linked all of are similarly rated (7,800 to 9,000 pounds) electric winches below that you can look through. The ComeUp # CU859012 in particular is a really nice unit.
