Yes, it is Seth and welcome back. When it comes to Rhino-Rack hardware, the security key and the torque key item # RR43TB are the same. The manufacturer combines both functions into a single tool called the Security Allen Key.

The Replacement Torque Key item # RR43TB is a 5mm Allen key with the center hollowed out. The hollowed out part is the security feature so someone with a cheap Allen key from Ikea can't steal your roof rack. It's got a curved handle that straightens out once you hit the 4-5 Nm tightness. It'll make sure you don't over torque the bolts.

The Replacement Rhino Rack Security Allen Key item # SECKEY-S you were looking at, is just the security key. It'll work to tighten the bolts but it won't help you find the correct 4-5 Nm torque setting.
