Replacement 3Nm Torque Tool for Thule WingBar Evo Roof Racks

Question:
Hello. I have a 2017 Subaru Outback Touring. I *think* it has the Thule Wingbar Evo crossbars mounted with the Evo Flush Rail Feet TH710601 and the Fit Kit for Thule Evo Flush Roof Rack Feet TH186047. See pictures to confirm? I bought the car used with the rack attached. The previous owner did not provide me with the torque tool for moving/removing the rack at the time of sale. Now I need to move the rack slightly to mount a RTT and need the torque tool. Is the right one? If not, can you tell me which one is the right one? Thanks!
