Are Roof Racks Interchangeable Between Different Vehicles
The Rhino Rack # RRVA150B-2, legs # RRRLKVA, and fit kit # DK189 will work with your F-250, however if you want to move these bars to a Ford F-150 like you mentioned, you will need a different fit kit. If you let me know what F-150 you plan on moving these bars to, I'd be more than happy to help.

Does Rhino Rack Roof Rack for 2008 Ford F-250 Have Capacity for Roof Top Tent
Yes, the Rhino Rack roof rack part numbers # RRVA150B-2, # RRRLKVA, and # DK189 that you referenced will do a great job carrying a roof top tent and has the needed capacity when transported and in use. This has a dynamic (on the road where there's bumps) weight capacity of 165 lbs which is the minimum of basically all roof top tents. You would want to check with the roof tent manufacturer to verify that it can be used on vehicles with naked roof style roof racks.
