Does this item come with the bolts to actually attach it to the rack? Thosee are what I really need.

The replacement u-bolt # TH853-5420-02 is just 1 u-bolt and no other hardware. We do have other hardware that you might be looking for. The carriage bolt associated with the same bike racks as the u-bolt is # 915064554.
The washer plate is # 853-0333-02.
The wing knob is # 753-0745.
The washer is # 956061259.
The round nut is # 853-5439.
The hex key is # 853-0930.
The sliding square nut is # 853-7557.
The small allen bolt is # 919-0612-54.
If what you are looking for is not one of these parts, let me know along with the bike rack model you have and I can determine if we have the correct replacement.
