I have the Malone low bed trailer with a kick stand on it and an my spare tire ask mounted on the long arm. Can I move those two things closer to the coupling to the car and fit a winch in for my kayak?

Hey Beth, welcome back. Yes, you can usually move both the spare tire mount and the kickstand forward on a Malone LowBed as long as there is room. Those components are clamped to the tongue, so physically sliding them closer to the coupler is doable, just make sure the tire doesn't overcrowd or obstruct the coupler.
As for adding a winch, that’s a pretty common setup for kayaks and small boats, and the tongue is the right place for it. You just want enough clear space to mount a winch stand or plate securely. For a winch stand I recommend the CE Smith Winch Stand # CE31013G which will bolt directly to the 2" tongue.
For a winch, the MaxxTow MaxxHaul Hand Winch # MT50156 is a solid option that comes with a 20' long x 2" wide strap. That'll make loading and unloading your kayak much easier.
