Do you sell a lock to go on the end of that bolt Y8890200 or do I have to order a totally different bolt and lock? Thank you

Yes we do, you would want the Yakima HitchLock for Yakima Hitch Mounted Bike Racks # Y07235.

This lock will slip over the end of the Yakima Bolt part # Y8890200 that you purchased and will lock the bolt to your vehicle's hitch.

For the Yakima FourTimer, you'd use the #Y8890200 anti-rattle hitch bolt. I've confirmed this with Yakima.Y8890200

I checked with Yakima and for their Fourtimer bike rack part #Y02469 the correct hitch bolt is the part #8890260 and then for the matching lock assembly you'd need the #8820048.
