Hello John, thanks for reaching out. We do offer trailer hitches that will fit the 2013 Ford Explorer Police Interceptor model. The Interceptor versions use the same frame and structure as the standard version, so the hitches made for those apply to the law enforcement models as well. That said, what I recommend is the following:

This has a 2" receiver and a 4,000 lb towing capacity.
