Hey Charles if you have the factory 4-way flat it will connect behind the driver's side rear brake light underneath your 1998 Ford Explorer. If your 4-way does not connect there it's probably an aftermarket one like the Curt T-Connector Vehicle Wiring Harness item # C55345 and it attaches behind the tail lights.

Either way it doesn't look like there's a port to plug in a brake controller on your Explorer whether or not you have the tow package. Here are the rest of the parts you'll need to install a brake controller and add a 7-Way connector to power your trailer's brakes:

Brake Controller - Tekonsha Prodigy P2 Trailer Brake Controller item # 90885

7-Way Connector - Universal Installation Kit for Trailer Brake Controller item # ETBC7

What kind of trailer are you going to be pulling?

Hey Charles, how did the installation of the brake controller and 7-Way connector go on your Ford Explorer? I'm curious to know if everything worked out for you, as it could really help others in a similar situation.
