My current lights are incandescent can I change over to a new led lights and also what is the part number for the installation kit for opt34kb and opt54kb

You sure can Gary! There's no installation kit for the Optronics LED RV Tail Light item # OPT34KB or item # OPT54KB. The LED lights have built in flanges that will allow you to bolt them directly to your trailer. There's covers that remove from the fronts of the lenses and a built in gasket.
You'll want to use Heat Shrink Butt Connectors like item # DW05744-5 to wire them to your trailer.
