That is a very good question, Damiel!
Using the pintle attachment will not limit the drop of the Gen-Y Adjustable 2-Ball Mount # 325-GH-1625, but it will indeed limit the rise slightly. The top-most hole/opening will be used by the # 325-GH-0162 pintle attachment (I included a picture of what I mean). With that said, if you are needing to use this as a pintle hitch and need 12" of rise, you will need one with slightly more rise.
Check out the BulletProof Hitches # HD2514 and the Pintle Lock # 358Pintleattachment. This will have the needed rise, but "only" 22,000 pounds of capacity.
