Hey Gregory, for your 2013 Ford E-250 the highest capacity hitch we offer is the Draw Tite part # 41945 which is rated to tow up to 10,000 lbs.
For trailer wiring the best option would be the Curt part # C56020 which plugs inline with the taillight connectors of your van and provides a 4-way. Since you probably have trailer brakes you'd need to convert that to a 7-way so you can install a brake controller as well. For that you'd want the part # ETBC7 and for a brake controller the P3 # 90195.

Hey Gregory, how did the setup with the Draw-Tite hitch and Curt wiring harness work out for towing your Bobcat trailer? Your results could really help others putting together a similar towing setup for their E-250.
