Can the etrailer anti rattle clamp E38FV be used with the etrailer 2inch to 1-1/4inch reducer adapter that is 7" long?

Yes Stevin, you can use a 2" to 1-1/4" reducer / extension adapter such as Hitch Adapter 2" to 1-1/4" Trailer Hitch Receiver - 7" Long # 80300 with the etrailer Anti-Rattle Hitch Collar # e38FV.
The only time you'll maybe have an issue is if you're using a very short adapter, such as adapters shorter than 4", in which case you'll need to make sure the adapter's 2" section protrudes outside the vehicle's receiver at least 1/2". As you can see in the attached picture, the # 80300 has plenty of clearance, as do most adapters on the market.
