Hey Mike, great question!
The Stealth Hitches Hidden Rack Receiver # 391TES317 doesn't have provisions for safety chains because it's designed to be used only for cargo applications like a bike rack or cargo carrier. If you're wanting the ability to use this style of hitch to tow with your 2023 Tesla Model 3 then you'll need the kit # 391TES317T instead because it comes with the safety chain loops along with the approved ball mount for this hitch system.
If you want to use a standard ball mount kit for towing then you'll have to use a different hitch like the etrailer # e33ZR or the removable EcoHitch # EH84GR. You'll also need a wiring kit and for that I recommend the ZCI Kit # 119250KIT because it uses clamps to sense when to send signals to the trailer lights instead of having to splice into your OEM wiring.

Hey Mike, how did things go with the Stealth Hitches setup on your Model 3? Did the towing kit version give you the safety chain connection you needed? Your update could make it easier for others looking at the same hitch options.
