Hey Mike, great question!

The Stealth Hitches Hidden Rack Receiver # 391TES317 doesn't have provisions for safety chains because it's designed to be used only for cargo applications like a bike rack or cargo carrier. If you're wanting the ability to use this style of hitch to tow with your 2023 Tesla Model 3 then you'll need the kit # 391TES317T instead because it comes with the safety chain loops along with the approved ball mount for this hitch system.

If you want to use a standard ball mount kit for towing then you'll have to use a different hitch like the etrailer # e33ZR or the removable EcoHitch # EH84GR. You'll also need a wiring kit and for that I recommend the ZCI Kit # 119250KIT because it uses clamps to sense when to send signals to the trailer lights instead of having to splice into your OEM wiring.
