Hey Max,
The arms of your Roadmaster Sterling All-Terrain Tow Bar # RM-576 are supposed to be able to glide in and out so that you can attach them to the mounting points on the baseplate. Since you haven't used the tow bar in a long time you'll likely need to clean and lubricate # RM-747 the arms to get them functioning again. Did you pull the release levers for the arms while trying to pull them out?
If the release levers are sticking you can look at the instructions for the repair kit # RM-910003-30 (linked below) to see how to remove the covers and get to the lever springs. You'll likely need to work the arms in and out with the lube quite a bit to get them to fully extend and retract so this likely won't be an easy process.
