If you can provide me with exactly what tow bar you have I may have better information for you but I had saw you were looking at parts for the older Roadmaster Sterling Tow Bar so I will assume that is what you have. In order to free the arms assuming it is just rust preventing them from sliding you will want to soak them in some dish soap for a few hours and then either use a strap wrench like for an oil filter to turn them back and forth or put a screwdriver in the swivel ears and try to free them that way.
I then have the following replacement parts for the Roadmaster Sterling Tow Bar:
Complete Repair Kit for Roadmaster Sterling Tow Bar part # RM-910003-30
Inner Arm Bushing Kit for Roadmaster Sterling Tow Bars part # RM-910003-40
Replacement Handles for Roadmaster Sterling Tow Bars part # RM-910003-35
Replacement Inner Arm Assembly for Roadmaster Sterling Tow Bars part # RM910660
