Thanks for your patience! I just heard back from Swagman and their Replacement Locking Knob for Swagman Roof Mounted, Upright Bike Carrier item # P1030 has 18 UNC threading.

There isn't a set torque figure or anything for tightening down the clamps of the Yakima cargo boxes like the Skybox NX 16 part #Y95AV that you mentioned. Basically you just want to torque them down to hand tight.
