The Replacement Cradle with Anti-Sway Attachment for SportRack Escape Hitch Mounted Bike Racks # 05002100000 fits onto a 1" tube. We also have the basic Cradle # 05002900000 and Strap # 05002200000 as corresponding parts.

Thanks for the picture of your bike rack. Based on that the correct replacement cradle would be the part #05002100000. And then for a replacement strap you would need the part #05002200000.
