According to the online user guide, a 2018 cougar 24sawbe has a GVWR of 7,800 lbs, meaning it likely used a pair of 3,500 lb axles. A great shock kit for this setup will be the Lippert Bolt-On Shock Kit # LC281255.
In order to determine if this will fit your trailer, you will need to measure to ensure that you have at least 4" between the inside of the tire and the I-beam flange. If that checks out then you will be able to fit the shocks, as they are basically universal. Keep in mind that for tandem axles applications you will need to order two of the # LC281255 kits.
