There are actually two trailer hitches that fit your 2024 Toyota Highlander that have the best bumper clearance, which are the etrailer Trailer Hitch # e75ZR and Curt Trailer Hitch # C99FR.
Both of these hitches measure just 2 inches from the hitch pin hole to the edge of the bumper. These are also otherwise the same hitch, with the only difference being the matte black coat of the # e75ZR vs. the glossy powder coat of the # C99FR, so I'd just go with the best price between the two.
