Will this fit my 2023 Gladiator Rubicon and Blue Ox tow bar from my older Jeep?

Yes, the Curt Custom Base Plate Kit # C63WR will fit your 2023 Jeep Gladiator Rubicon (with the factory plastic or steel bumper) and is compatible with Blue Ox tow bars.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
