Yes, it will but you'll lose some functionality by the 2" receiver. All of the hitches available for the 2023 Honda Passport block the sensors by the 2" receiver somewhat. What you will need to do is kick to the left and right of the center to find a spot not blocked.

The etrailer Hitch item # e44AR you were looking at is confirmed to fit your 2023 Honda Passport. It is custom fit and bolts to your vehicle with included hardware. This is a class III hitch with a 2" receiver.

If you are planning on towing you will also need a wiring harness item # 119250KIT if you do not have the tow package or item # C56291 if you do have the tow package and a ball mount kit item # C45534.

I also recommend using the No-Drill Mount Bracket item # 18136 and the item # C42CR to secure the 4-way connector to your hitch. This will put it in an easy to reach spot and prevent the risk of it falling onto the road.
