No, the Replacement Square Endcap for Thule Parkway Bike Carrier # 853-5826 is not the correct endcap for your Thule DoubleTrack 990 bike rack.

The correct endcap is the Replacement Square End Cap for Thule Hitch Bike Racks # 853-7484.
