Good news! I can help you revive your Thule Bike Rack. It looks like you have a Thule Parkway.
The replacement original cradles for this rack look quite a bit different than the ones in your image, so they must have been replaced previously, with something other than the Thule cradle. The replacement cradle for the Parkway is the # 853-7887 and the rubber strap for that cradle is the # 852-3006-001. If you wanted to you could upgrade these Thule cradles with an anti-sway cradle # 853-7758, and the straps that fit that are the same as the ones for the bike cradles # 852-3006-001.
To fix the upright assembly and remove the nail you will need a 3/8 inch hex bolt # 8535778, two M10 washers # # 951-1224-54, and a 3/8 inch lock nut # 8535779. I have attached an image from the instructions on how to assemble it for your convenience. Finally the end caps for the bike rack are # 853-2181.
Since these are replacement parts you will have to change the quantity on a few of them below I've listed it for your convenience.
# 951-1224-54 M10 washers needed quantity 2
# 8535778 3/8 inch hex bolt needed quantity 1
# 8535779 3/8 inch lock nut needed quantity 1
# 853-7887 stay put cradles needed quantity 2, recommended quantity 8 cradles
# 853-7758 anti sway cradles needed quantity 0 recommended quantity 4
# 852-3006-001 rubber straps needed quantity 2, recommended quantity 8 straps, 12 if you purchase the 4 anti sway cradles
# 853-2181 end caps needed quantity 2
I have linked all the above products to this page as well as the instructions for the Thule Parkway for your convenience.
