Do the arms that hold the wheels of the Saris MHS Bike Rack for 1 Bike fold down farther than straight horizontal down to the ground, thus enabling a ramp to be used to load the bike?

Yes, the arms of the Saris MHS Bike Rack # SAR23MR will fold all the way to the ground. I have included a video review linked below which you can see both arms down when unloading a bike at 7:45 into the video.
