Is this rack compatible with an Ebike with front and rear fenders?

Hi Connie; the Hollywood Racks CrossTrack # HLY68RR is not compatible with fenders. The same is true for other bike racks with this mounting style that fit a 1-1/4" receiver. Do you know if the hitch on your 2025 Honda HR-V is a Class I or Class II?
If you have a Class II hitch with 1-1/2" from the hitch pin hole to the end of the receiver you can use the RockyMounts HighNoon FC Solo Bike Rack # RKY87RR. This has a capacity of 60 lbs and uses a ratcheting hook with a stabilizer strap making it fender compatible.
