You can certainly replace the license plate bracket on your cargo trailer. I am guessing the license plate mounting screws are the part that is rusted. To remove them, you may want to use a drill to remove the screws or just break the heads off of the license plate screws to remove the license plate. Since you will be replacing the license plate bracket, you will not need to reuse the rusted screws or bracket.
Once the screws and bracket are removed, you can install the Optronics Cargo Trailer License Plate Holder, # LP35BB, that you referenced. This holder installs to the surface of your trailer using 4 screws and holds the license plate using 2 industry standard license plate screws.
All trailers are required to have a white license plate light. If your current license plate light cannot be reused, then I recommend using the Optronics Heavy Duty LED License Plate Light, # LPL41CB. This light could be installed above the license plate bracket.
