Can I tow 3000 lbs. trailer with UTV if this is welded onto the frame of 2019 Rockwood 5th wheel RV?

Yes, if you install the Stromberg Carlson trailer hitch # SC45MR by welding it you'd have a 3,500 lb towing capacity which be more than enough to tow a 3,000 lb trailer.
