Will the RM-20 tow bar work with Roadmaster EZ base plates, 521876-1 to tow a 2005 mini coopers behind a motorhome? I am also looking at adding quick disconnect kit #rm-201 to allow easy removal

Yes! Along with the Roadmaster Tow Bar Quick Disconnect Kit # RM-201, you will have no issues using the Roadmaster Tracker Tow Bar # RM-020 with the Roadmaster EZ Base Plate Kit # 521876-1 on your 2005 Mini Cooper.
If you're interested in a complete flat towing setup you're also going to need:
-A braking system like the Brake Buddy Select 3 Portable Supplemental Braking System # HM39524.
-A wiring kit like the Roadmaster Tail Light Wiring Kit w/ 7-Way to 6-Wire Connector # RM-152-LED-7.
-Safety cables, like the Curt Single Hook, Coiled Safety Cables with S-Hooks # C80176.
&
-Most likely a high-low adapter like the Roadmaster High-Low Adapter for Tow Bars - 2" Hitches # RM-048-6.
