Yes, the Loadstar K399 Bias Trailer Tire item # AM1HP56 are definitely strong enough to be driven on the highway. These are load range E tires that have a maximum load capacity of 1,650 lbs at 90 psi per tire. They have a speed rating of N which gives you a top speed of 87 mph.
