I have a great option for you if you do not like the height of the Yakima LockNLoad # Y05045 with the Timberline Towers # Y33TR on your raised factory side rails on your 2022 Toyota 4Runner. Unfortunately, I confirmed with Yakima that you will need to have the Timberline Towers in order to attach the LockNLoad to your rails. They cannot be mounted without those towers directly to your rails. In order to complete this setup, you also need 2 sets of the LockNLoad SL Adapter for Yakima SkyLine and TimberLine Towers - Qty 2 # Y05042.
For a great alternative that will allow you to attach a carrier directly to the raised rails, I recommend the Surco Safari Rack 5.0 Rooftop Cargo Basket for Factory Rails - 84" Long x 50" Wide # SPS5084-1101. With the Surco, you will not need all of the additional components that are required for the LockNLoad. The Surco is more of a basket, but you can always add the additional floor kit # SP1114 to give you more surface area.
If you need straps for any of these rooftop accessories, I recommend the etrailer Cam Buckle Cinch Straps # E98876-4. These straps will allow you to travel safely with cargo loaded.

The reason I like the locknload platform is because I can attach bike racks to it and paddleboards (the cross members for pads). The basket you suggested does not allow that as far as I can tell and would only serve as a basket which I would use seldom. I carry SUP everyday, bikes couple times a week and luggage atop quite seldom. Is it a possibility to remove factory roof rails and replace with tracks that attach to locknload platform? What I am looking for is a basket/platform that I can mount bike racks to
