The Dexter Single Axle Heavy Duty Suspension Kit # K71-403-00 technically will not have a torque specification. However, I have been asked this before and was informed by Dexter that what you need to do is tighten them down to the point of either pinching the leaf spring or all the way to the shoulder of the bolts. If you start pinching the head of the leaf spring before hitting the shoulder, you will need to back the nut off a little to let the spring move, but not so loose that it can be turned without a good amount of force with a torque wrench. If you hit the shoulder before pinching the spring, you will again need to make sure the nut cannot be turned without a torque wrench.
As I am a do it once and forget about it kind of person, I recommend also using some Loctite Threadlocker 262 - High Strength # LT37420 to make sure everything stays in place.
