Does a trailer hitch for a 2020 Toyota Highlander fit my 2021 Toyota Highlander? It is not the XSE version.

It sure will!
The trailer hitch receiver from your 2020 Toyota Highlander will fit your 2021 Toyota Highlander non-XSE.
If you have not already decided on a trailer hitch receiver for your Highlander I recommend going with the etrailer Trailer Hitch Receiver # e75ZR due to it being made here in the USA, but also I really like how well the matte black powder coat finish allows the hitch to blend in to the black plastic trim on your vehicle as you can see in the included picture.
If you will be towing a trailer with your Highlander you will also need to install a vehicle wiring harness # TK99FR, and a ball mount, hitch ball, and hitch pin and clip which can all be found in the etrailer Ball Mount Kit # 989900.
