Can you add trailer brakes to the Dexter axles with a 4” the same way you’d add brakes to a straight shaft axle?

Yes you can add brakes to trailer axles that have a drop built into them like the Dexter # 8327812 which has a 4 inch drop as the axle has mounting flanges for brake assemblies built in to it.
You'd want the Dexter brake assembly set part # 23-468-469 which is a set that includes a left and a right assembly that is self adjusting.
For a hub/drum that fits both the axle and assemblies you'd want the part # AKHD-545-35-EZ-K which has the standard 5 on 4-1/2 inch bolt pattern.
